Mr. Kilgore is a Professional Engineer and board certified in water resources engineering. Based in Denver Colorado he has over 30 years of experience in hydrology and hydraulics, stormwater management, water quality, and flood mitigation. He has written several design manuals for the Federal Highway Administration including Highways in the River Environment - Floodplains, Extreme Events, Risk, and Resilience (HEC-17) and Highway Hydrology (HDS-2). He also served as the Principal Investigator of NCHRP 15-61 “Applying Climate Change Information to Hydrologic and Hydraulic Design of Transportation Infrastructure” and NCHRP 25-60 “Watershed Approach to Mitigating Hydrologic Impacts of Transportation Projects.”
