Dr. Kolb is an Engineer with RAND Corporation and a Professor of Policy Analysis at the Pardee RAND Graduate School. She holds a Ph.D. and M.S. in civil and environmental engineering from Carnegie Mellon University. Her current work portfolio includes disaster preparedness and recovery work, evaluation of costs associated with energy and water utility infrastructure investment decisions, analysis of policy tradeoffs for critical infrastructure systems, and assessment of environmental and human health risk for chemical contaminants. In addition, Dr. Kolb has conducted data analysis and modeling to assist process improvement for several Federal Government agencies.
