Dr. Shirley Clark chairs the Civil, Construction, and Environmental Engineering at Penn State Harrisburg. Her research expertise are in the fields of impact of stormwater runoff on the physical, chemical and biological quality of surface water bodies. She also is researching impacts of flooding due to high-intensity, short-duration storms, especially those that do not rise to the level of a disaster.
