Along with the high growth rate of urbanization and rapid population increase, the frequency and scale of disasters have increased in recent years. On the other hand, due to the environmental awareness raising, some disaster prevention projects are beginning to be strictly inspected. A project with the concept of sustainable development should consider the balance between human and nature. Ecosystem-based Disaster Risk Reduction strategy (Eco-DRR) and Nature-based Solutions (NBS) are gradually gaining attention. Eco-DRR and NBS pursue a solution to mitigate disaster risk in an ecosystem way. This study considered ecosystem services (ES) as an evaluated approach of Eco-DRR assessment. ES are the conditions and processes through which natural ecosystems, and the organisms that make them up, sustain and fulfill humanity. The study site was located in Wu Gou Shui, where the place underwent a drainage project after Typhoon Morakot. This research calculated three different ES with InVEST model, including water yields, carbon storage and habitat quality. The flooding was simulated by using HEC-RAS model. In order to calculate the value of Eco-DRR, the replacement cost method was used. In this research, the value of Eco-DRR was better than the value of drainage project, which can support the concept of Eco-DRR.
